Abstrak: Program penyaluran kredit bagi masyarakat pedesaan di Indonesia adalah merupakan kebijakan klasik yang hingga kini masih dipergunakan sebagai pamungkas memerangi kemiskinan. Skema pemberian skim ini dari waktu kewaktu tidak menampakkan korelasi yang sangat signifikan dengan tujuannya. Pemerintah tetap saja ngotot untuk menggulirkan program ini. Pendekatan yang dipergunakan pun ternyata juga tak mengalami perubahan, state center approach. Distrosi adalah penyebab utama sehingga kredit ini akhirnya terjebak dalam penyakit birokrasi publik klasik, inefesiensi yang akut. Pendekatan network atau advokasi kebijakan sekalipun mungkin tepat tetapi ternyata dilakukan oleh pemerintah dengan setengah hati. Aktor dan stakeholder yang terlibat dalam jejaring proses implemtasi kebijakan ini lebih banyak dipilih dengan preferensi tertentu, politik, primordial dan atas segregasi yang dilakukan dengna terang atau samar. Motif politik acapkali dijadikan kendaraan sangat strategis, sarat memuati program ini sehingga terasa sekali program tak terancang dengan well design dan well implemented. Kiranya ini semua dapat dijelaskan, bahwa dalam layer implementasi program ini terjadi perburuan rente pada tiap terminal hirarki proses penyalurannya.

Abstract: The obyective of this research is to find out factors that dominantly derive the employees gatting together or entering the unions. The methods used in this research in nonparametric statistic analysis, followed by describing into graphic tabulation. Thevresult shows that there are three factors dominantly derive whice are safety and protected from the owners pressure, as a tool to get reward, and also as a tool to get all employees.

Abstract: Meeting the need and the expectation of the customer are very important in companys performance. By adapting QFD (Quality Function Deployment) method, the expectation of the customer will be crosschecked with the technical response of the company to produce a priority list of actions needed to be done by the company. In the analysis of QFD in CVX partnership company, the company policy has the highest value, which means that the company policy of the CVX will result in the higher customer satisfaction and it means the company policy will lead to the progress of the company.

Abstrak: Competition power as the key to get competition excellence as the level of firms ability in: flexibility, innovation, quality, and cost reduction. The competitiveness can be achieved be several ways, one of them is supply chain management. Supply chain management is a set of business partnering network which involves the downstream relationships and upstream relationship which create the superiority of goods or services into its ultimate customers. Upstream supply chain management can be defined a set of approaches which integrates the manufacture firm and its supplier in order that the goods can be produced and distributed in correct quantity, correct place, and correct time to minimize the cost and satisfy the customer needs. The upstream supply chain management practices is very closed related into the implementation effectivities of three aspects: supplier development, supplier partnering, and Just- in- Time (JIT) purchasing. The synchronization of the supplier firm and its buyer firm in upstream supply chain management will affect the performances of both supplier firms and buyer firms in the same time.

Abstract: The objectives of research are twofold. First is to determine the financial performance and financial health of public firms in Indonesia. Second is to find the correlation and correspondence relationship between the financial performances mea-sured each by ROI, ROE and SEVA, and the financial health measured by Z-score. This research used a sample of 54 public firms which stocks were traded in Jakarta Stock Exchange. The results showed that only minority of public firms (< 50%) had good financial performance measured by ROI, ROE, and SEVA indicators. However, ma-jority of the firms (> 50%) had good financial health measured by Z-score indicator. Furthermore, significant correlations were found (p < 0.05) between ROI and Z-score, ROE and Z-score, and SEVA and Z-score. These were supported by the results of multiple correspondence analysis showing the tendency that firms having good finan-cial performance also have good financial health, vice versa.

Abstract: This study is aimed to analyze whether there are any information content in total cash flow, change in cash, and incremental information content of cash flow after divided into each activitiesoperation, investment and financingbesides it also aimed to prove about capital market efficient form at Jakarta Stock Exchange. Technique analysis is multiple linier regres-sion analysis with 14 companies as sample that involved in LQ 45 and have not been move in LQ 45 board during 1997-2000. According of hypothesis examined results with 5% significant level, only change in cash with positive correlation direction, total cash flow form investment with negative correlation direction, and total cash flow form financing with negative correlation direction have information content significantly to cumulative abnormal return. The other result is Jakarta Stock Exchange involved into weak form efficiency market hypothesis.

Abstract: The purpose of this study is to analyze the application of governmental accounting system that has been applied by local government of Pacitan region. It also examines whether there are obstructions on the application of new governmental accounting system. The research is administered to the employees of Bagian Keuangan Kabupaten Pacitan by using the quali-tative descriptive research approach. Indept interviews, observations, and documentation have been conduct to collect the data. Results from the analysis of the data revealed that Kabupaten Pacitan is still using the conventional governmental accounting system which color by single entry and cash basis as the main characteristics. Hence, it is more identical with bookkeeping rather than accounting. Attempting the implementation of the new governmental accounting sys-tem has been done through a year, however the progress is quite slow, around workshop and account code arrangement. The obstructions in implementing the new system are the lack of qualified human resource, there isnt Perda which clearly state such kind of governmental accounting system that will be hold by local government itself. Moreover, the former system has been conducted and spread out for along time, so it seems to be very difficult to change the sys-tem in a rapid manner.

Abstract: These days our society is progressively critical about their obligation ie., paying taxes. Many people feel that the advantage/benefit of paying tax is lower compare to the disadvantage from the income losses. This case is the base for discussion to consider the real problem, its practical execution and imposition in order to improve the quality of tax service to society as Taxpayer. The purpose of this research is to know the factors influencing tax payer (taxation awareness, their opinion regarding tax rate burden, execution of sanction (fine), and tax avoidance of personal taxpayer people (either partially or simultaneously) toward collected income tax in Kelurahan Sisir, Kecamatan Batu, Malang. From the result, it can be concluded that all the independent variable, parsially and simultaneously, have an effect on the acceptance income tax at Kelurahan Sisir, Kecamatan Batu, Malang.
