<p>Abstract:</strong> Workforce investment is needed for improving workforce function and performance that supporting strategy implementation based on culture, mindset, capability and behavior formation. Therefore PT ISTEM needs to have workforce performance measurement system to know whether their strategy is implemented efficiently and effectively that can be done by Workforce Scorecard. Early stage in designing Workforce Scorecard is formulating the strategy by using SWOT analysis. This analysis is useful to take opportunities and exploit company strengths, minimize weaknesses and cope with threats. Then to translate vision and mission into strategy map which is composed of four perspectives to get workforce success as the company want. HR Scorecard is designed by translation vision and mission of Administrative Department through strategy map of HR Scorecard. The result from HR Scorecard of Administration Department is HR Deliverables that shows a contribution of Administration Department in conducting workforce management to produce behavior and mindset. Critical position is selected from all departments that have highest contribution for company success. The last is translating the workforce elements to result in the strategy map of Workforce Scorecard for selected department which represents alignment of each workforce competence. The strategy map of Workforce Scorecard includes workforce success which is needed to execute business strategy as seen in Balanced Scorecard. Other perspectives are leadership and behaviors, workforce competencies are cascaded from HR Scorecard and mind-set &amp; culture perspective which is used for designing the Workforce Scorecard.</p>
