<p></strong><em><strong>Abstract:</strong> Competitive enhancement in marine agro industry cluster is determined by improving its comprehensive performance. <span id="more-52"></span>In order to manage a comprehensive performance in effective and efficient manner, they need to be supported by a computerized decision support system. This research proposes an effective decision support system to assist top management in decision making process for an agro industry cluster system performance at large, or specifically at a marine agro industry. The building block is comprised of interactive Data Base Management System (DBMS), Model Based Management System (MBMS) and Knowledge Based Management System (KBMS) under a Dialog Management System (DMS) mechanism.Information for industry cluster system is gained from expert opinion elicitation which then becomes the basis for identifying data requirement and it is controlled through DBMS. MBMS comprises of several model that is needed as a tool on performance management to process the performance measurement result. KBMS is developed base on expert system where expert judgments elicitation is conducted through brainstorming and questionnaire. Several relevant models to measure the performance are utilized, they are as follows: Fuzzy, Analytical Hierarchy Process (AHP), and Electre II. Performance measurement model development is based on several methods which are: SMART-2 (Strategic Monitoring and Reporting Technique), Objective Matrix (OMAX), IPMS (Integrated Performance Measurement System) and Balanced Scorecard. The effectiveness of decision and the efficiency of execution process are criteria of a Decision Support System. As the aim is to have effective and efficient operations, therefore the Decision Support System (DSS) is build by using PHP web programming language and MySQL database. It is expected that this DSS design could give a comprehensive performance management in the form of interactive scoring board.</p>
