Abstract: This article will study the export-import procedure for quarantine plantation. The purpose is to analyze the rule of the game to make the commodity accepted internationally. The research method is survey and legal aspect contemplation. With the new regulation, the monitoring function is stressed so that there will less companies break the regulation. With the new regulation, concord will be done more transparent.
